Created Unassigned: "Error 1001. InstallUtilLib.dll: Unknown error." [1378]

I have VS.Net 2013 with Arduino IDE 1.5.6-r2 on a Windows 8.1 Enterprise VM (running on Windows Server 2012 R2).

When I run the installer package (both the Release & Beta) for Visual Micro, I'm receiving "Error 1001. InstallUtilLib.dll: Unknown error."

Looks like [InstallUtilLib.dll [bitness issue](http://stackoverflow.com/questions/16060020/installshield-error-1001-without-installshield-installed).

Please help.
